Best hamster cages for burrowing
The published bedding figure is ten inches. Wall height above the base decides whether an enclosure can hold it, and most cannot.
The BUCATSTATE 3.0 at 47 inches: it clears the floor minimum by 43 percent and has 25.5 inches of height, so ten inches of substrate still leaves about fifteen inches of clear air for a wheel. Burrowing is a wall-height problem, not a floor problem, and it is the specification manufacturers are least likely to design around.

Burrowing is not enrichment in the optional sense. A hamster is a burrowing animal and a hamster with nothing to dig in performs the substitute behaviors instead, which is where bar-biting and repetitive route-running come from. Depth is the variable that turns bedding from a floor covering into a habitat.
The second opinion is worth having. The San Diego Humane Society publishes a band rather than a single figure, and the bottom of it is lower than PDSA's.

We use PDSA's ten inches, because it is the stricter figure from a named veterinary body and because the SDHS band tops out at twelve, so the two agree about where good looks like even where they disagree about the floor.
The arithmetic that eliminates most cages
A wire cage has a plastic base and then bars. Bedding can only go as deep as the solid part, because above that line it falls out. This is why a wire cage with a four-inch base cannot hold ten inches of substrate however tall the cage is, and it is the single most common reason an owner ends up with two inches of bedding and a hamster that bites the bars.

Heights as published by each manufacturer. The clear-air column is our arithmetic and assumes bedding at PDSA's 25cm across the whole base. A graded depth — deep at one end, shallow at the other — changes the answer locally and is a legitimate way to solve a height shortfall.

The substrate has to hold a tunnel
Depth is necessary and not sufficient. Ten inches of a bedding that collapses is ten inches of loose fill, and the hamster digs a trench that fills in behind it. What holds a tunnel is a substrate with some structure — aspen, or a paper bedding mixed with something fibrous — and the mix matters more than the brand. That is covered properly on deep bedding and the products are on best hamster bedding.
Avoid pine and cedar shavings for the fill, whatever the depth. The House Rabbit Society's summary of the phenol evidence is the clearest we have found and it applies across small rodents, not only rabbits.

What we would buy
The BUCATSTATE 3.0 at 47 inches. It is the only enclosure here that clears the floor figure, holds ten inches of substrate and still has the clear height for a 12-inch wheel above the bedding line. Those three at once is the specification, and almost nothing meets it.
The cheapest way to get a deep burrow is not on this list at all. A converted storage tub has solid walls to the top by definition, holds as much substrate as you pour in, and clears the floor minimum in the larger sizes. It is the best value in burrowing and it is a build rather than a purchase.
